Spring Budget 2017 Relief Scheme: Discretionary Rate Relief

In March 2017 the Government announced that it would make available, a discretionary fund to support those businesses facing the steepest increases in their business rate bills as a result of the 2017 revaluation.

The Spring Budget 2017 allocated funds to local Councils to administer a system of Local Discretionary Rate Relief. Following consultation a Devon wide discretionary business rate relief scheme was  approved by Members.

We have identified those ratepayers who will qualify for relief under this scheme and have written to them inviting them to apply for the relief.

To be eligible for ongoing relief for 2019-20 ratepayers must:

  • be facing an ongoing increase in their rates bill from 1 April 2019, following the 2017 revaluation.
  • not be a national or multi-national but a local business which, for the purposes of this relief are those that are based within the Devon area.
  • not be in receipt of Mandatory Charitable Relief
  • the property must be occupied.
  • the relief for 2018-19 is 50 per cent of the amount awarded in 2017-18
  • the relief for 2019-20 is 22 per cent of the amount awarded in 2017-18

 Any future award of relief will require a fresh application to be submitted.

The relief will be awarded under Section 47 of the Local Government Finance Act 1988, as amended by the Localism Act 2003, and is subject to State Aid de minimis limits. We require a declaration to be completed by each ratepayer to confirm their entitlement to the relief.
