• A Licensing Authority
• The Gambling Commission
• Police
• Fire and Rescue Service
• Local planning authority
• An authority which has functions in relation to pollution of the environment and health and safety
• A body responsible for the protection of children from harm
• H M Customs and Revenue
• Any other person prescribed by Regulations
