Consultation on Community Infrastructure Levy Draft Charging Schedule - NOW CLOSED

The Council has published a Community Infrastructure draft Charging Schedule on which comment is invited.

It is proposed that the infrastructure to support much of the development in the new North Devon and Torridge Local Plan will be funded through a Community Infrastructure Levy (CIL).

Some of the infrastructure will be specifically to address the requirements of individual communities, but some will be much wider in its significance, serving the needs of both districts. North Devon and Torridge will each be separate charging authorities, although it is intended that the two districts, along with Devon County Council and where appropriate individual town and parish councils will work together to deliver infrastructure where and when it is needed.

Although some development proposed in the emerging Local Plan will already have consent through planning permissions to which s106 agreements are attached, there remains plenty of future growth that will be processed under CIL provisions.

Torridge and North Devon are undertaking simultaneous consultations on separate Torridge and North Community Infrastructure Levy draft Charging Schedules.

Have your say

The Councils would like to invite you to have your say on the draft Charging Schedules for North Devon and Torridge. We need your views on whether the level of charge and the classes of development it will be charged on is right and what you think about some of the discretionary exemptions that may be granted. We would also like your views on what should go onto the 123 List (the list of what infrastructure will be funded by CIL) and what should continue to be funded through s106 agreements. A six week period of public consultation starts on 26th June 2014 and your comments must arrive no later than 5pm on the 8th August 2014.

Please ensure that your comments reach us by 5pm on Friday 8th August 2014. Unfortunately it will not be possible to consider any late submissions as part of the consultation.

The Council encourages you to submit your comments online using our Consultation Portal. A  Guide to making online representations [945kb] is available to assist you in having your say.

Alternatively, comments may be submitted by email or in writing using copies of the Comment Form. Copies of the form may be downloaded below or paper versions are available on request from the Councils.

We have also published background documents, including the Economic Viability Assessment that suggested the rate of charge that would be appropriate and the draft Infrastructure Delivery Plan that lists the principal items of infrastructure required to support growth. We would also welcome comments on this material.

What Happens Next

Once the consultation period has concluded the Council will review the responses received within the consultation period. Following consideration of the issues raised through the consultation the draft Charging Schedule will be submitted to the Secretary of State, with the North Devon and Torridge Local Plan for Examination.
