Torridge District Council's RIPA policy

Torridge District Council will not carry out covert surveillance unless it is absolutely necessary to do so. Where it is deemed necessary, the attached policy will be complied with at all times to ensure that the surveillance is proportionate and fair. The Council's use of covert surveillance, and the Council's policy, is monitored by the Office of the Surveillance Commissioners who carry out inspections from time to time.
