Planning - Public Access

Access to all planning applications and appeals since September 2005 and a facility to comment on current applications.  

What is PublicAccess?

PublicAccess is an on-line browser application that allows individuals to access details of Planning Applications received by the Authority since September 2005. It includes the:

  • Planning Register
  • Decision Register
  • Appeal Register
  • Application drawings and attachments
  • Current appeals
  • Ability to comment on current applications
  • Monitor applications online
  • Ability to view decision notices
  • Ability to view officer reports
  • Committee agendas and minutes can be viewed on the democracy section of this website and select the Plans Committee.

PublicAccess allows users to search, select, view and submit comments on current planning applications to the Council via the Internet. It enables members of the public, councillors and other vested interest groups to interact with the planning process at a time and place that suits them. It also allows applicants and agents to track and monitor the progress of their application online.

What information does PublicAccess contain?

PublicAccess contains planning and property information. It provides facilities for searching and viewing property information and planning applications online. Users may search and retrieve information using PublicAccess Application Search, Property Search or by directly selecting properties from a map. Customised searches may be performed using the advanced search function. Property Planning Histories may be viewed and Application details retrieved. For valid applications, users may submit comments to the local authority.

NB: Records Received Prior to April 2003

The system is still being developed and gives you access to all planning applications received by the authority since April 1974, however the planning history is incomplete in some areas. It must not be used as a substitute for carrying out a Land Charge Search. This includes both applications and constraints. Whilst every effort has been made to ensure that the information is accurate the Council takes no responsibility for any errors and omissions in the information obtained from PublicAccess. Similarly the information in PublicAccess does not constitute in any way a formal notification of a planning decision. Any actions taken as a result of information displayed on PublicAccess are undertaken entirely at the viewer's own risk.

We are continuing to develop the system so as yet "Constraints" such as whether the application affects a Listed Building, Conservation Area, Tree Preservation Order etc. are not fully available.

Special Features:

  • Applications of Special Interest - The applications identified by Torridge District Council as being of special interest are all 'major' planning applications as defined by central government. These are all applications for housing with 10 or more dwellings or on a site exceeding 0.5 hectares, applications for new floorspace exceeding 1,000 square metres or applications for sites over 1 hectare.
  • Weekly List - The Weekly List available via the Home Page of PublicAccess automatically defaults to the current week. Every effort is made to process and validate applications as quickly as possible. However the Local Authority can not guarantee that the current Weekly List highlighted within PublicAccess will be a true reflection of all applications received during that week because it can take up to 3 working days to check, validate and register a new planning application. For a fuller picture we would recommend that users view the previous one or two Weekly Lists in addition to the current default week.
  • Property Search - At present the system does not allow searches to be carried out using multiple or block addresses such as 1-3 High Street. To carry out a full property search users will need to search on the 3 properties individually (i.e. 1 High Street, 2 High Street, 3 High Street etc.).Remember that property names change overtime, therefore the property may have been called a different name when an application was submitted.

Important - Please Note:

Torridge District Council accepts no responsibility for the contents of representations made to planning applications by third parties.  Whilst every effort is made to ensure that nothing potentially offensive is published, in the event that anything potentially offensive is published on the planning online facility please e-mail planningsupport@torridge.gov.uk stating the planning application and the writer of the communication and the section considered offensive, we will look at any reports made, and if considered to be offensive, the communication will be removed from the planning online website.  Please note, that just because a document is removed from the planning online website, it will remain in hard copy on the applicable planning file.
