GENERAL EMPLOYMENT AREA DEFINITION CRITERIA

A general employment area is an area that meets all of the following criteria:

(1) Suitable for employment use, being well related in scale and location to the settlement hierarchy, the highway network, and the public transport network

(2) All component sites benefit from at least one of the following:

(a) Industrial, warehousing, or business use 1
(b) Extant planning permission for employment development that accords with the Aims of the Plan 2
(c) Allocation for employment purposes
(d) A location within or service provision through such sites

(3) Making a substantial employment contribution 3

(4) Reasonably accessible without the need for travel by private car

(5) Versatile 4

(6) Available for employment use at a reasonable cost

(7) Well related to its surroundings 5.

Notes:

1. Excludes sites used principally for retail purposes.

2. Serviced or unserviced, subject to review of allocation as appropriate.

3. Can make a significant contribution relative to at least one of the following:

  • Employment demand in the settlement
  • The potential supply of employment in locality.

4. Adaptable for a range of employment purposes, by meeting all of the following tests:

  • Reasonably level
  • Capable of productive use
  • Can provide appropriate diversity to the local economy over the range of different settings.

5. Subject to the following constraints, as appropriate:

  • Well integrated with the neighbouring land uses
  • Without detriment to neighbourhood amenity
  • Without undue harm to residential amenity
  • Without serious adverse environmental impact
  • Consistent with environmental controls
