FOREWORD

The Torridge District Local Plan was adopted in September 2004. It has been prepared following extensive public consultation and it provides a basis for development and conservation in the district. The Plan covers the whole of the Council's administrative area (including Lundy Island).

The Plan sets out detailed policies and proposals that guide the development and use of land and buildings in the district up to 2011. It also contains actions for protecting and enhancing the environment.

It aims to be a clear and settled guide for development, of equal use to applicants, agencies, the general public, and the local planning authority. It will help secure development where it is needed.

The Plan consists of a written statement and a proposals map. The text explains the policies and proposals with justification. The policies and proposals are highlighted for ease of reference. The map shows where the policies apply.

The Statement is in two parts. Part 1 deals with issues across the entire District on the basis of topics such as employment and housing. Part 2 relates to individual towns and villages. Both parts must be read together to give the full picture. The introductory chapters explain how the plan should be used.

The Local Plan was prepared in the context of the Devon Structure Plan First Review and it generally conforms both to that plan and its replacement. Further information has been posted on the Council's website ( www.torridge.gov.uk ).

Torridge has a rich and varied natural and built environment and the District Council is keenly aware of the need to protect the special qualities of the area. It also is aware of the need to continue to improve the quality of life for local people, including providing necessary jobs, housing, and local services. Use of the Local Plan will help achieve these aims through its influence on development and land use.
