The maintenance of highways and streets, including verges and visibility splays are generally the responsibility of Devon County Council Highways
Public Highways (adopted)
The majority of roads are "highways maintained at the public expense" and adopted by Devon County Highways. This usually includes the road itself and any associated verges, hedges and visibility splays. For further information, please visit the County Council's website using the following links:

Private Roads
Some roads are not adopted and remain in the ownership of the developer. You should contact them directly with any queries. In some instances a private road may be owned by Torridge District Council (such as Ethelwynne Brown Close, Bideford and River Tamar Way, Holsworthy), or by other organisations such as Tarka Homes.
Areas of Public Open Space
Areas of public open space may be retained by a developer, or adopted by the District Council. Please visit our Parks and Open Spaces page for further information.
