Discretionary Business Rate Relief Scheme

In March 2017 the Government announced that it would make available, a discretionary fund to support those businesses facing the steepest increases in their business rate bills as a result of the revaluation.

The Spring Budget 2017 allocated funds to local Councils to administer a system of Local Discretionary Rate Relief. Following consultation a Devon wide discretionary business rate relief scheme has been approved by Members.

We have identified those ratepayers who will qualify for relief under this scheme and have written to them inviting them to apply for the relief. When awarded, this relief will be backdated to 1st April 2017.

To be eligible for this relief ratepayers must:

  • be facing an increase of greater than 2% on their 2016-17 rates bill.
  • not be a national or multi-national but a local business which, for the purposes of this relief are those that are based within the Devon area.
  • not be in receipt of Mandatory Charitable Relief
  • be facing a minimum increase of £50.00 on the 2016-17 rates bill.
  • the property must be occupied.

The relief will be granted for 2017-18. Any future award of relief will require a fresh application to be submitted.

The relief will be awarded under Section 47 of the Local Government Finance Act 1988, as amended by the Localism Act 2003, and is subject to State Aid de minimis limits. We require a declaration to be completed by each ratepayer to confirm their entitlement to the relief.
