The Council is required by law to regulate a wide range of activities.  The primary purpose of the licensing function is to protect the public and to promote high standards of operation in licensed premises.

Hypnotism includes hypnotism, mesmerism and any similar act or process which produces or is intended to produce in any person any form of induced sleep or trance in which the susceptibility of the mind of that person to suggestion or direction is increased or intended to be increased.  The authority may attach conditions to an authorisation in the interests of public safety.  It is an offence to hypnotise a person under 18

Sex Establishments
Sex establishments include sex shops and sex cinemas.  To run a sex shop - i.e. any premises selling sex toys, books or videos - you may need a licence from the local authority.  To run a venue where explicit films are shown to members of the public, you will need a sex cinema licence from the local authority

Boat and Boatmen's Licences

Boat and Boatmen's Licences
The Council operates a licensing scheme for pleasure boats to operate in the Torridge estuary.  Applicants are advised to consult the authority's Licensing Policy for Small Commercial Vessels before making a formal application

Caravan and Camping Sites

The Environmental Protection Team is responsible for licensing and inspecting caravan and camping (tent) sites throughout the Torridge area.  In addition to Council licensed sites, there are some types of site that operate under approvals from organisations such as the Caravan Club

Scrap Metal Dealers

Scrap Metal Dealers
In order to carry on a business as a Scrap Metal Dealer, you will need to be licensed by Torridge District Council.  A scrap metal business is defined as - (a) a business consisting wholly or partly in buying or selling scrap metal, or (b) motor salvage.  If your business falls into either of these categories you will need a licence

Houses in Multiple Occupation (HMO)

HMO Licences

Most HMO properties won't need a licence - mandatory licensing applies where the property meets all the following criteria:

  • Is at least three stories in height, including any basement or attic used for accommodation
  • Is occupied by five or more people not forming one household, i.e. not the same family
  • The occupiers share some basic amenities such as kitchen, bathroom or toilet facilities
