It is anticipated that a significant proportion of Councillors will be currently paying into a state pension, drawing upon a state pension, and/or have a spouse or partner that does. Because this is an issue that potentially affects so many Councillors either personally or due to their spouse or partner, it will be necessary for a dispensation to be granted. A dispensation has therefore been granted to all Councillors – a) for a period of 6 months; b) in relation to the issue of state pension arrangements for women; c) allowing Councillors to participate in all discussions and vote at full Council and Committees. Not to grant a dispensation. This would be likely to result in Council/Committees considering this issue becoming inquorate due to the high number of Members likely to be affected by a Disclosable Pecuniary or Prejudicial Interest. Monitoring Officer A Councillor who has a disclosable pecuniary interest or a prejudicial interest in a matter must not take part in the discussion or the vote on that matter and must leave the room while the discussion is taking place. A Councillor with such an interest can be granted a dispensation under the Council’s Code of Conduct for Members to allow participation in certain circumstances. The Monitoring Officer can grant dispensations when the reason for the dispensation is that so many members of the decision-making body have an interest preventing participation that it would ‘impede the transaction of the business’.
